The Minnesota Legislative Reference Library has an excellent
publication explaining how to research the history of Minnesota laws, "Minnesota
Legislative History: Step by Step".
HCLL's collection includes session laws and the Minnesota House and
Senate journals, a necessary starting point for Minnesota legislative
history.
Federal
The Library of Congress' THOMAS
provides federal legislative history beginning in 1989. HCLL's print and
microform collection includes congressional reports and documents, the
Congressional Record, and compiled
legislative history for selected public laws. Most of this
material is in microform beginning with the 86th Congress (1959).
The library's print USCAAN collection of selected documents dates back
to the 77th Congress (1941).
